I like flash for flash animations, and I don’t know why you would want anything else if you want an actual animation. It isn’t the best thing I have seen for non-flash animations, however the best thing I have seen, I can’t come up with the name of at the moment. Part 2 Flash = 500 bucks easy!

Microsoft Photodraw v2 is very easy to make animated gifs in.. but maybe to basic for you.. lots of wizards..
